The South African Human Rights Commission has written to the National Police Commissioner, Lt. Gen. Fannie Masemola, regarding the continued arrests of adult private users, possessors and cultivators of cannabis, particularly within the Rastafarian community. Arrests persists despite the decriminalisation of private use and possession of cannabis, and a SAPS issued moratorium on cannabis related arrests.
