Transcript: THE INCIDENT IS THE SECOND DEADLIEST SCHOOL SHOOTING IN THE U.S.. THE CLOCK IS RUNNING OUT FOR A MULTIMILLION DOLLAR INDUSTRY HERE IN NORTH CAROLINA. WE’RE TALKING ABOUT HEMP AND IT COULD BECOME A LEGAL OVERNIGHT NEXT WEEK. IF LAWMAKERS DON’T REACH A DEAL WRAL’S CAPITOL BUREAU CHIEF LAURA LESLIE JOINS US LIVE FROM JOAN STREET. LAURA, WHAT’S THE HOLDUP? ALINA, YOU KNOW, STATE LAWMAKERS HAVE KNOWN FOR YEARS THAT THIS DAY WAS COMING AND THAT THEY WERE GOING TO HAVE TO TAKE ACTION TO KEEP HAVE LEGAL. BUT SO FAR A STANDOFF BETWEEN HOUSE AND SENATE LEADERS IS BLOCKING ANY PROGRESS, BASICALLY HOLDING THE ENTIRE HEMP INDUSTRY HOSTAGE. SEAN PERECT OWNS CANNABLISS IN CHAPEL HILL. HE’S BEEN IN THE HEMP AND CBD BUSINESS SINCE 2019. IT’S IT’S IT’S GOING REALLY GREAT. YOU KNOW, NEXT WEEK, THOUGH, HE COULD BE OUT OF BUSINESS IF THE LEGISLATURE CAN’T COME TO AN AGREEMENT ON LEGALIZATION. IN 2015 STATE LAWMAKERS AGREE TO TEMPORARILY LEGALIZED HEMP TO ALLOW AN AGRICULTURAL PILOT PROGRAM 7 YEARS LATER, THE INDUSTRY IS BOOMING, BUT THAT TEMPORARY LEGALIZATION ENDS JUNE 30TH JUST 10 DAYS AWAY. IF THEY DON’T EXTENDED, HEMP WOULD BECOME ILLEGAL OVERNIGHT. EVERYONE’S ALREADY PUT. WE TOO MUCH TIME MONEY EFFORT OVER THE LAST 45 YEARS AND HOW DID IT GO WIN? IT? I’M JUST NOT NOT FAIR TO THE STATE. NOT THERE TO BE BUSINESS WITH RIOTERS, AN AFFAIR TO GET. HUGE CUSTOMER BASE. BOTH THE HOUSE AND THE SENATE HAVE ALREADY PASSED SEPARATE PROPOSALS TO PERMANENTLY LEGALIZE HEMP. BUT IT WERE TO BECOME LAW. THE SAME BILL HAS TO PASS BOTH THE HOUSE AND THE SENATE AND NEITHER SIDE IS WILLING TO VOTE ON THE OTHER CHAMBERS LEGALIZATION BILL, THE SENATE PUT HEMP LEGALIZATION INTO THE ANNUAL FARM BILL. SENATOR MIKE WOODARD IS ONE OF THE SPONSORS. HE SAYS THERE’S A STANDOFF BETWEEN HOUSE AND SENATE REPUBLICANS. SOME HOUSE LEADERS ARE OPPOSED TO LEGALIZING HEMP AND THEY DON’T WANT IT IN THE FARM BILL. EITHER. YOU KNOW WHAT? ANY TIME WE PUT HIM IN THE PIECE OF LEGISLATION, IT RAISES CONCERNS. I THINK THAT’S AND I CERTAINLY THINK CAN’T IT’S A VIABLE AGRICULTURAL IN RETAIL PRODUCT IN NORTH CAROLINA. THE HOUSE HAS ALREADY PASSED A STANDALONE BILL TO LEGALIZE HEMP. DESPITE THAT REPUBLICAN OPPOSITION, THE SENATE COULD TAKE UP THAT BILL NEXT WEEK AND SEND IT TO THE GOVERNOR. IF LEADERS CAN COME TO AN AGREEMENT. WHAT IT SAYS HE AND OTHER BACKERS OF THE BILL ARE COMMITTED TO PUSHING FOR A SOLUTION IS HOPING THEY CAN BREAK THROUGH THE LOGJAM THIS WEEK. BUT SENATE SENATOR BRENT JACKSON, WHO IS THE POWERFUL CHAIR OF THE AGRICULTURE COMMITTEE, SENT AN E-MAIL NOT TOO LONG BASICALLY REITERATING HIS SUPPORT FOR HIS BILL TO BE THE ONE PASSES BANGS
