The Spectator’s James Macpherson says it is “guaranteed” that cannabis will be legalised in Victoria in the “next four years”.

“You can count on it because if Dan Andrews does that, then he’s got clearance for everything else,” Mr Macpherson told Sky News host Rowan Dean.
